Ministry of Construction organizes the largest expressway investment promotion conference of 2026

On September 29, 2026, the Ministry of Construction organized the Investment Promotion Conference for Expressway Development for the 2026–2030 period, with the participation of approximately 170 delegates representing the National Assembly, the Government, central ministries and agencies, local authorities, banks, consulting organizations, experts, as well as businesses and investors in the transport infrastructure sector.

Representatives of Minh Duc Group attended the Conference, gaining direct insights into key national directions for transport infrastructure development, resource mobilization mechanisms, and the list of expressway projects prioritized for the coming period.

According to information announced at the Conference, during the 2026–2030 period, Vietnam plans to invest in the construction of 2,829 km of new expressways and the expansion and completion of 1,187 km of existing expressways, with total capital demand estimated at approximately VND 1.269 quadrillion. Of this amount, around VND 423 trillion has been allocated or committed through the state budget and investors, while the remaining VND 846 trillion will need to be mobilized from non-state budget sources.

Hội nghị quy tụ khoảng 170 đại biểu từ các cơ quan quản lý, địa phương, ngân hàng, tổ chức tư vấn, chuyên gia, doanh nghiệp và nhà đầu tư trong lĩnh vực đường bộ cao tốc.

The Conference brought together approximately 170 delegates from government agencies, local authorities, banks, consulting organizations, experts, businesses, and investors in the expressway sector.

Notably, the Ministry of Construction identified 29 priority expressway projects for investment promotion under the public-private partnership (PPP) model, with an estimated total investment of approximately VND 923 trillion. The list focuses on existing expressways requiring expansion and completion, major transport corridors, and routes that play a key role in interregional connectivity, economic hubs, seaports, and economic zones, while also prioritizing projects with favorable implementation conditions and strong potential to mobilize non-state budget resources.

For Minh Duc Group, participation in the Conference provided more than direct access to updated information on planning, policies, and new investment directions. It also enabled the Group to better identify emerging market demand, strengthen connections across the infrastructure ecosystem, and align its capability development with the requirements of large-scale transport projects during the 2026–2030 period.

Transport infrastructure is also an area in which Minh Duc Group’s member companies are steadily expanding their involvement through four core areas of expertise: the supply of specialized materials and equipment; prestressed construction; specialized technical consultancy; and the transportation, launching, and installation of girders. The parallel development of these capabilities enables the Group to participate in a broader range of stages across large-scale transport and infrastructure projects.

Alongside strengthening its supply and construction capabilities, Minh Duc Group has established a Railway Division, bringing together a team of experienced experts and engineers in the sector. Among them is Mr. Tran Khai (Chen Kai), a high-speed railway engineering specialist with more than 20 years of experience in bridge design, construction, and high-speed railway infrastructure, who has participated in a number of major high-speed railway projects in China.

The Investment Promotion Conference for Expressway Development for the 2026–2030 period not only provided a comprehensive overview of investment demand, available resources, and the list of priority projects, but also created a platform for stronger connections among government agencies, local authorities, financial institutions, businesses, and investors participating in the transport infrastructure sector.

As infrastructure investment demand continues to grow in both scale and technical complexity, proactively keeping pace with industry development directions, preparing resources, and progressively strengthening professional capabilities are becoming increasingly important to Minh Duc Group’s long-term development strategy.

From the strategic directions shared at the Conference to the capabilities being developed in practice, Minh Duc Group aims to build long-term partnerships with project owners, contractors, and partners in the development of a modern and integrated transport infrastructure system in Vietnam.
